Resilience

For the fourth consecutive year, we present the Democracy Sustainability Barometer, aiming to systematically measure, evaluate, and compare the attitudes of Lithuanian residents toward democracy and their resilience to propaganda from authoritarian states in the East.

The study examines the sustainability of democracy in Lithuania, evaluating public trust in Lithuanian governmental institutions and support for the defense of democracy. It also analyzes the influence of authoritarian states, particularly Russia, through economic and political narratives, as well as the public's resilience to them. Finally, it discusses the limitations of democracy and value-related issues to summarize key findings and provide an analysis of the situation.

The three-part documentary series "Traitors", produced by Aleksey Navalny's associate Maria Pevchikh, was released on 16 April, 23 April and 1 May this year. According to Pevchikh, it is a screening of Navalny's manifesto published last year, which embodies the thoughts of the oppositionist who was killed in prison.

Lithuania is internationally recognised as a frontrunner in combating Russian information attacks. This is due to the country’s extensive experience of navigating complex relations with Russia – an authoritarian neighbour known for leveraging propaganda and disinformation to achieve its political objectives. The evolution of the sophisticated countermeasures in Lithuania is therefore informed by a history of direct engagement and the necessity to create innovative and effective response strategies.

This study presents the Democratic Sustainability Barometer, an index comprising four intermediary indexes. These indexes measure different dimensions of public evaluation of democracy, namely the perception of elements of liberal democracy, the support for the active defence of democracy by means of protests, satisfaction with democracy in Lithuania, and trust in Lithuania’s state institutions.
