NATO’s different flanks face different threats — but these differences do not have to be a source of division within the Alliance. They can instead become a strength, allowing Allies to build on regional expertise, capabilities and leadership while maintaining political solidarity.
But as NATO moves towards greater regional specialisation, strategic empathy becomes increasingly important: Allies need to understand why security priorities may look different depending on where they stand on the map.
