The Geopolitics and Security Studies Center welcomed Mikael Frisell, Director General of the Swedish Civil Defence and Resilience Agency. During the discussion, we explored Sweden’s total defence model, the strengthening of civil defence, and society’s preparedness to operate in an increasingly complex security environment. The discussion was moderated by the Center’s Chief Project Officer, dr. Juljan Jachovič.
M. Frisell presented Sweden’s total defence model, which is based not only on military capabilities, but also on the preparedness of society as a whole for potential crises or war. Civil defence plays a particularly important role in this approach – from ensuring the continuity of essential public services and protecting civilians to supporting military defence and strengthening societal resilience.
This approach is also reflected in Sweden’s total defence planning for 2025–2030. Key scenarios include hybrid threats, potential attacks against Swedish territory, and the reinforcement of NATO forces in the Nordic and Baltic Sea regions.
The event also addressed Ukraine’s experience and the lessons Sweden is seeking to draw from it in strengthening civil defence. Particular emphasis was placed on the need to accelerate innovation, ensure robust capabilities for the repair and reconstruction of critical infrastructure, and strengthen society’s ability to function under prolonged pressure.
