The publication by Denis Cenușa, Associated Expert at the Geopolitics and Security Studies Center, “Reintegration with or without EU enlargement: Can Transnistria be co-opted in Moldova’s EU accession process?”, was featured in the EU Council’s “Think Tank Review 138 – February 2026.”

The publication examines the relationship between Moldova’s European integration and territorial reintegration, with particular attention to the issue of Transnistria. The author analyses how Moldova’s accelerating accession process to the European Union is reshaping the logic of conflict resolution, the relevance of the so-called Cyprus precedent, and the possible scenarios for the interaction between Moldova’s EU membership and reintegration processes.

In the EU Council’s review, the publication is mentioned in the broader context of discussions on EU enlargement. The review highlights that future enlargements of the European Union may face challenges related to public opinion in the member states, which makes it important to prepare in advance for the political and communication dimensions of the process. The analysis by GSSC’s associated expert contributes to this discussion by drawing attention to how EU enlargement may affect the dynamics of “frozen conflicts” in the post-Soviet space.
